The US Embassy as part of their Smart Traveler Enrollment Program or STEP program which citizens can enroll in so that the US State Department knows of your whereabouts when traveling abroad. Those who participate in Costa Rica received this notice today indicating that many citizens have had problem being unable to leave Costa Rica at no fault of their own but that of the C0sta Rican government.
