What you say is correct, the USA and Don Pepe create a deal to abolish the army in lieu that the USA would defend it from external or foreign aggression. I think in this case, the area which Ortega took over, was a disputed area between the two countries. Certainly, if they Ortega invaded Tamarindo, that aggression would invoke the treaty and result in US forces getting involved. Right now it is a diplomatic issue.

Finally, the supposed Armed Invasion would not be made foreign forces but by border police and public police.

Also your comment provides its own answer: If surfers riding bikes carrying surfboards do not crash or get hurt, it is unlikely a Segway rider will become victim.
