Biography of Laura Chinchilla Miranda
Laura Chinchilla Miranda, the presidential elect of the Partido Liberación Nacional of Costa Rica has made history being the first female president in Costa Rica and in Central America. Laura Chinchilla was born on March 28, 1959 in San Jose, Costa Rica, the daughter of Rafael Angel Chinchilla Fallas, Comptroller General of Costa Rica during two administrations (1972-1987) and Emilce Miranda Castillo. Since 2000 she has been married to Jose Maria Rico Cueto and they have a son, José María Rico Chinchilla.
First Vice President of the Republic of Costa Rica and Minister of Justice in the administration of Óscar Arias Sánchez (2006-2010). Although she left office on October 8, 2008, to pursue further her political career and created the Laura Chinchilla campaign for the presidency of Costa Rica with the Partido Liberación Nacional.
Since 1990 she has worked as a consultant in Latin America and Africa for various international agencies in the area of institutional reform, with special emphasis on judicial reform and public security reform. Some consultancy led her to conduct assessments of the justice sector for the U.S. Agency for International Development (USAID), the coordination of studies and projects on judicial reform for the United Nations Program for Development ( UNDP) and assessments and advice on police reform to the Inter-American Development Bank (IDB).
Laura Chinchilla has been a speaker at various international forums on matters of public security and police reform. She has served on various reform initiatives that promote citizen security and human rights throughout Latin America, such as the Project Advisory Committee of Civil Society and Public Safety for the Washington Office on Latin America (WOLA), the Central American Dialogue Foundation Arias for Peace and Human Progress, and the Foundation for Peace and Democracy (FUNPADEM). During this period Laura Chinchilla has published in both Spanish and English – books, monographs and articles on subjects relating to the administration of justice, public security and police reform. Career highlights of Laura include working in the public sector management as Deputy Minister of Public Security (1994 – 1996) and Minister of Public Safety (1996 to 1998). She was also Chairman of the Joint Drug Intelligence Center, Chair of the National Immigration Council, member of the National Drug Council, National Security Council and the Academic Council of the National Police Academy.
In the Costa Rica Legislature, she has worked in areas of judicial reform, public safety (police, drug trafficking, organized crime, etc..) Political and institutional reform (reform of the state and electoral reform), trade, technology, and children and youth programs.
Laura Chinchilla Biography during the last administration
After a bitter campaign, Laura Chinchilla managed to become vice president with the Partido Liberación Nacional and Oscar Arias Sanchez as the presidential candidate. She and Kevin Casas Zamora remained as first and second vice presidents respectively, and the cabinet was led by Dr. Oscar Arias Sanchez in the post of Minister of Justice. The Second Vice President Kevin Casas Zamora resigned on September 22, 2007 because of ethical questions. Laura Chinchilla campaign for Costa Rica president was born on October 8, 2008 driven by a citizen initiative that has pushed her to becoming the first female president of Costa Rica.

On Saturday, 10 October 2008, and after the Supreme Electoral Tribunal formally withdrew her credentials as Vice-President of Costa Rica, Laura Chinchilla announced to the media of her legitimate desire to run for the presidency of Costa Rica, and for her pre-candidacy Partido Liberación Naciona which needed to still vote for a leader of their ticket.
Voting for the ticket in the Partido Liberación Naciona was held on 7 June 2009, and declared Laura a winner by a margin greater than 15%, and was chosen by the Partido Liberación Naciona of Costa Rica to be the official candidate for presidency in 2010.
Laura Chinchilla’s campaigns main rival is Otto Guevara the candidate running on the ticket for Partido Movimiento Libertario. During the past year her rivals have personally attacked Laura with innuendos of poor character and as being a puppet for the President of the Republic Oscar Arias Sanchez and the PLN. According to recent surveys, 45% of voters for Laura Chinchilla has kept her in the lead followed by the candidate Guevara, who has experienced a surge in support from the electorate in the remaining months running up to the Feb. 7th elections. There is a third candidate Otton Solis who mostly dilutes the voter pool for Laura since she needs to win a clear 40% of the vote in order to win the elections. If it is less, even though she won amongst the other candidates, there will be a run off elections to determine the winner.

She is hated by the Gay and Lesbian people whom have been the first tourist patrons of Costa Rica and put them on the map. She is what she is and only time will tell if she will help the people or not. So far the locals, when I have been back to Jaco have told me they hate her and she has not done anything yet for the country. With a system like Costa Rica, results cannot be demonstrated right away except on public works dedications which is the reason for the rush to get the new Jaco highway opened by the time Arias left office. Under the rules here supposedly, a public works project can only be dedicated to a sitting president. BUT hardly anyone here in Costa Rica would call the Ciudad Colon Caldera Highway a public works project either
please research your hisotry. panama, central america has had other female presidents.

Recent media reports says Laura Chinchilla has done nothing to change the country. It is very sad since she is the first female president in Central America. She is not paving a good legacy for other female politicians like Hillary Clinton.
I wish Costa Rica good luck in its endeavors but it appears this trial run of female power has lost its steam. What could have been a new direction for a latin country has turned into another fiasco of political infighting amongst power hungry insiders.
All of this of course at the expense of a populace that is heavily in debt and apathetic to change. Costa Rica is such a wonderful place to live and vacation but I enjoy the fortune of having a choice which most of the citizens do not. Tico’s as they are known have an entirely different perspective on their condition and one which is not shared by the rest of the world.

It is not her fault, she is trying to help but it is too much for her alone. The system is stacked against her and built on a bureaucracy of processes which are purposefully implemented because nobody wants to execute decisions. The work ethic of Ticos is such that they do the minimum work for the job description.
I am a US Latina and was consulting with well known hotel group here in Costa Rica. We streamlined the check-in process to the checkout and cleaning schedules, etc. They brought in a Tica to manage and she proceeded to build layer upon layer of paperwork, forms, committees, etc which at the end of the day did nothing to further the actual objectives. It is as if they create other work so they seem busy. I quit in disgust and in the futility of debating the issues.
If you were to look at what makes a successful business from one that lacks, it usually is organization and leadership. Costa Rica has neither. The system has evolved from an export economy to one that is anticipatory of grants, tourism, monetary aid, special bank loans, government gifts, etc Therefore the government has evolved its workers to take a back seat since nothing they do will affect the outcome. I sum it up as Costa Rica playing a victim role of being a poor country whose only great political attribute is “peace” and that is even a farce given the treaty that exists between CR and the USA.
Finally, Laura’s main issue is she lacks the backing of her own party and cannot create a consensus in the assembly. It has very little to do with her but more to do with the political capital of those fighting within the government for power. She has none and she is a lame duck therefore, why make a deal with her. Her goal of fighting drug trafficking is a joke just like it is in the states because of the economy created around the “drug war” Costa Rica cannot afford to reduce or eliminate drug trafficking since that would mean loss of money from the USA which is used for other things. While the USA earmarks the money for drug war, Costa Rica spends it as they wish, and different committees and members have their hands on that money and use it for their own agendas. Mostly the money falls into private businesses who fringe the processes related to the drug war.
I have said more than once, Costa Rica will not change until the money runs dry. Until then, they have no reason to change. Basic human nature applied to the macro processes of the government.
Like Ivone, I too am upset at her lack of change she promised but that is politics and only a revolution will change it. Don Pepe led the second republic revolution maybe his son should lead to the third republic and get rid of the clowns who pave their driveways gold with Costa Rica’s future.
